I know this is humorous, but the truth is it's because of department stores. In the early part of the twentieth century, when stores were first having electric lights put in, they realized if they changed the time they wouldn't have to turn on their lights as early, so saving them money.
Farmers are smart enough to just look at the Sun and realize its getting light so go to work. They don't need anyone to change the clocks for that.
