The rule at my house is "You can have dessert if and only if you finish everything on your plate. You're welcome to not eat your supper, but then there's no other food for you tonight." We wait until the kids are in bed to toss their leftovers in case they get hungry later and decide supper might be useful after all. Eating my dessert in front of them because "I ate all my food" often makes them decide to go back and dig in.

This happened at my house when I was a child. My mother actually took satisfaction by putting my plate back down in front of me and saying "If you can eat dessert, you can eat your dinner!"
